Contains 8-bit discriminator thresholds of each channel.  The data is close
packed, 4 thresholds per word.

Define  channel grouping lcn4 = (512*i_crate + 32*i_card  + i_channel) / 4

IMPORTANT:  In the table below, the ordering is Crate/Card/Channel NOT
Card/Crate/Channel so as to avoid wasting space.
