Description

    This bank holds constants for a single hardwired test of the Event Filter 
(FLT) system.  Each hardwired test -n (hardwired FLT tests are always negative) 
has an optional associated FLTH n bank. The bank layout is determined by the
requirements of the test; there is no generic layout.  Indeed, if a test has not
need of its FLTH, then the layout is not even defined.
